Sec. 80.10. Unlicensed activity

(a) Except as provided for in section 80.5 of this Part, no person shall act as a manufacturer, distributor, importer or exporter of controlled substances in this State without first having obtained a license from the department.
(b) Holders of licenses in such categories shall register with the appropriate Federal agency or agencies in the comparable controlled substances schedules and license class provided for under Federal regulations.
