Sec. 791.7. Nonallowance of costs

Costs relating to any proposal, project or application, or any amendment or change thereto, for which approval is required under this Part and for which such approval was not obtained, shall not be considered allowable costs for reimbursement pursuant to any of the Subparts contained within Part 86 of this Title.
