For the purpose of establishing uniformity in classifications of expenses of property/casualty insurers recorded in statements and reports filed with and statistics reported to the Superintendent of Financial Services, all such authorized insurers that are subject to the provisions of article 23 of the Insurance Law shall observe the rules set forth below.
