The purpose of this Part is to establish procedures for statistical plans for the reporting of private passenger automobile and commercial automobile statistical experience in order that this experience may be available to the New York State Department of Financial Services or to officially designated statistical agents of the department. This Part is applicable to insurers that write direct private passenger automobile and commercial automobile insurance business in the State of New York and to officially designated statistical agents of the department.
