- In factory buildings erected before or after October 1, 1913; in mercantile establishments in buildings erected before or after November 1, 1920.(a) All elevator cars shall be suspended by not less than two cables with independent fastenings. Car and counterweight cables and their fastenings shall have a factor of safety of not less than six.(b) Sidewalk elevator cars or platforms may be suspended by chains.
