A minimum over travel of 12 inches shall be provided at the top.
Exceptions:
(1) In installations where the head room under a ceiling or roof is not sufficient to allow 12 inches overrun, the car counterweight shall be arranged to land 12 inches before car beam strikes the overhead work. (2) Hand power dumbwaiters.
