Effective May 31, 1973, any mattress shall be deemed highly flammable and dangerous if it fails to meet the standard contained in Appendix F-7 of this Part (Flammability Standard for Mattresses, DOC FF 4-72, issued by the U.S. Secretary of Commerce).
