This regulation implements the legislative intent of article 13 of the Labor Law which requires strict control and gradual elimination of homework. It establishes procedures for the issuance of employer permits and homeworker certificates and provisions for the suspension and revocation of the permits and certificates. The regulation also establishes a procedure for the issuance of variations.
