- (a) This regulation shall apply to all employers and each of their employees, where the term employer includes any person, corporation, limited liability company, or association employing any individual in any occupation, trade, business or service, but not governmental agencies, and where the term employee means any person employed for hire by an employer in any employment.(b) Nothing herein shall justify noncompliance with article 3-A of the Personal Property Law relating to assignment of earnings, nor with section 221 of the Labor Law relating to company stores or with any other law applicable to deductions from wages.
