Sec. 351.10. Acceptance of substantial compliance with criteria and standards

Notwithstanding the provisions of the previous sections of this Part, when in a particular case there is not exact compliance with the criteria and standards herein set forth, the board, nevertheless, in its discretion, for good cause shown and in the interest of justice, may accept substantial compliance with the criteria and standards set forth hereinabove as full compliance therewith.
