This Part implements Labor Law, section 27-a, subdivision 14 which provides, in part, for the promulgation of rules and regulations setting forth procedures and criteria necessary and appropriate to carry out the provisions of article 29 of the Labor Law, establishing a training and education program on occupational safety and health.
