Sec. 17.6. Other orders of transfer

(a) The commissioner may order the transfer of any patient or group of patients on his own motion when warranted by the condition of the patient or the ability of the facility to provide adequate care and treatment for such patient or patients.
(b) The receiving facility shall take all necessary actions to regularize the legal status of any such patients retained by it.
