(a) Fees for preventive alcoholism counseling services provided to a child with parental consent may be billed to the parents.
(b) Fees for preventive alcoholism counseling services provided to a child without parental consent shall not be billed to the parents but may be billed to the child. Such fees shall be based on the child's ability to pay.
