All fees and charges associated with the acquisition of a State aid grant or Housing Finance Agency mortgage loan shall be at a rate determined by the Office of Mental Health and Housing Finance Agency. All fees and charges associated with the acquisition and operation of the Facilities Development Corporation mortgage loan program shall be at a rate determined by the Office of Mental Health and approved by the Director of the Division of the Budget.
