(a) These regulations apply to a local governmental unit which elects to participate in the community support services program.
(b) These regulations apply to a provider of services which has contracted with a local governmental unit to provide a community support service.
(c) These regulations apply to any provider of services which has a direct contract with the Office of Mental Health to provide a community support service.
