Sec. 578.7. Rates of payment

(a) Rates of payment shall be established on a prospective basis.
(b) Rates of payment established under this section shall be all-inclusive, taking into account all allowable patient days and all allowable costs.
(c) Rates of payment established pursuant to this section shall be effective for a period of 12 months, which shall be coterminous with the residential treatment facility's fiscal year, unless otherwise determined by the commissioner.
(d) Rates of payment established pursuant to this section shall be provisional pending the completion of an audit pursuant to section 578.6 of this Part.
