(a) Section 13.09 of the Mental Hygiene Law grants the commissioner the power to adopt rules and regulations which are necessary to implement any matter under his or her jurisdiction.
(b) The rules of the Department of State, promulgated as an amendment to 19 NYCRR 261.6 require all State agencies to submit certain referenced documents included by reference in the agencys' codes, rules and regulations, to the Department of State for filing.
