Sec. 621.16. Conflict of interest

(a) No full-time officer or employee of the applicant or of the State, or any firm, organization, corporation, or partnership which such officer or employee owns, controls, or directs shall receive funds reimbursed for capital costs directly, or indirectly for payment for services provided in connection with planning, design, construction, or equipping of the project, or in connection with site acquisition.
(b) Upon written request by the applicant, the commission may waive the provisions of subdivision (a) of this section by giving prior written approval, after full disclosure of all relevant facts and circumstances.
