This Part shall apply to all family care homes (see section 687.99 of this Part) operating or to be operated under an operating certificate (see section 687.99 of this Part) obtained from the Office for People with Developmental Disabilities (hereinafter referred to as OPWDD see section 687.99 of this Part).
