Chapter 484 of the Laws of 1985 amended the Vehicle and Traffic Law to provide for the registration and titling of vessels, the registration and control of vessel dealers and the certification of yacht brokers. These regulations are intended to establish rules and procedures, where necessary, to implement the provisions of that law with respect to vessels. For the purposes of this Part, the term boat shall be used to mean vessel.
