Sec. 651.1. Applicability

This Part is prescribed and promulgated as the regulations governing the preservation of records of telephone corporations excluding other common carriers and cellular communications companies, subject to the jurisdiction of the commission, engaged in furnishing telephone service. As used in this Part, the term telephone corporation includes every corporation, company, association, jointstock association, partnership and person, owning, operating or managing any telephone line or part of telephone line used in the conduct of business of providing telephone service or telephonic communication for hire.
