(a) Public utilities shall file a copy of all schedules, amendments, statements, supplements, and addenda.
(b) All schedules, amendments, supplements, statements and addenda, shall be accompanied by a letter of transmittal using a format specified in the Department of Public Service's Electronic Tariff System: Utility Preparer's Guide (See Appendix 7-H of this Title).
