(a) The term permit when used in this Subchapter shall mean the revocable instrument issued by the Commissioner of Transportation for any work within the limits of a State highway.
(b) The term permittee when used in this Subchapter, unless otherwise expressly stated or unless the context may require otherwise, shall mean a municipality, public utility company, private corporation, partnership, association or individual in whose name the permit has been issued.
(c) The term main office when used in this Subchapter shall mean the office of the director of the highway maintenance subdivision which is located in Building No. 5, State Campus, 1220 Washington Avenue, Albany, NY 12226.
(d) The term regional office refers to the 10 offices supervised by regional directors.
