Sec. 126.2. When permit is necessary

(a) Any permittee desiring to temporarily obstruct or to install, construct, maintain or operate any facilities within the bounds of a State highway right-of-way, must secure a permit for such work from the Commissioner of Transportation.
(b) This work includes excavating, filling, trimming trees, erecting poles, stringing wires, changing driveways, curbs or any modification of the highway drainage system or shoulders, paving, or work of a like nature under, or over or along the highway.
