Sec. 129.1. When permit may be granted

An annual maintenance permit may be granted to political subdivisions, public service and public utility corporations for the maintenance and replacement of existing facilities. The installations involved are electric power and telephone lines, poles, water and gas mains and such other underground and aboveground installations as may be authorized.
