Sec. 158.3. Construction and material

(a) The cover, tarpaulin or other device shall be of such material, design and construction to contain the substance being transported without permitting loss of the substance being transported through the cover, tarpaulin or device itself.
(b) A cover, tarpaulin or other device that is, or has become, torn or ruptured, so as to not contain the substance being transported, or that is, or has become, insecurely fastened to the degree that loss of the substance occurs, shall be considered as failing to meet the requirements of this Part.
