  • (a) In any proceeding, parties may present their own case either personally or through a non-paid representative, or through a representative who is an attorney duly licensed to practice in the State of New York or a practitioner formerly licensed by the Interstate Commerce Commission or duly licensed by the Surface Transportation Board. For the purpose of this section, an officer of a corporation that is a party to a proceeding may represent that corporation.
    (b) All representatives must file a written notice of appearance.
    (c) All representatives will be held to the same standard of conduct as are attorneys licensed by the State of New York. Failure to comply with such standards may result in the barring of a representative from further participation in the proceeding.
