- State access highways are those segments of State highways providing access between a qualifying highway and terminals, facilities for food, fuel, repair, and rest (and in addition, for points of loading and unloading for household goods carriers) that are designated by the Commissioner of Transportation in this Chapter as access highways. Unless otherwise prescribed in this Chapter, all State highways intersecting or meeting a qualifying highway are hereby designated as access highways for a distance of 1500 feet from point of entrance to or exit from the qualifying highway only.
