(b) Route 12. The northbound and southbound roadways of Route 12 between Route 990L and Borden Avenue, a distance of 0.9± mile in the City of Norwich.
(c) Borden Avenue. The eastbound and westbound roadways of Borden Avenue between Route 12 and the Victory Borden Avenue warehouse, a distance of 0.6± mile in the City of Norwich.
