Sec. 133.1. Definitions

- (a) Vegetable plants are young plants, originating from seed, roots, stems, cuttings, tubers, bulbs or corms, intended for transplanting.(b) Certificate or permit shall mean a document issued by an authorized official of the country, province or state in which shipments of vegetable plants originated which is evidence of the apparent freedom of vegetable plants from injurious insects, pests or plant diseases.(c) Authorized official shall mean the chief horticultural inspector, by whatever name known, of the country, province or state (other than New York State) in which the shipment of vegetable plants originated.
