Sec. 5.23. Employers subject to regulation

Any person, including carriers of freight by water and stevedores, any parent or subsidiary thereof, or any person who has a contract with such carrier of freight by water or stevedore to provide or to perform services as a guardian or protector of property on any pier or waterfront terminal, is subject to the provisions of sections 5.21 through 5.34 of this Part, inclusive, except when employing inland security officers.
