- The following terms as used in this Chapter shall, unless otherwise expressly stated or unless the context clearly requires a different interpretation, have the following meaning:(a) Ambulance shall mean a vehicle specifically designed and equipped for the carrying of the sick or injured, and clearly marked as such with permanent exterior markings. Commercial ambulance shall mean an ambulance for hire.(b) Authority shall mean the Ogdensburg Bridge and Port Authority.(c) Bicycle shall include a velocipede, tricycle, or other light vehicle propelled by the riders or rider.(d) Bridge shall include any bridge within the jurisdiction of the authority, but shall not include the plazas, approaches and highway connections thereto.(e) Bus shall mean a motor vehicle, designed or used in the transportation of persons, having a seating capacity of 10 or more persons.(f) Chassis shall mean the frame and all other mechanical parts of a vehicle, including wheels, but without body.(g) Driver shall mean the person who is in actual physical control of a vehicle.(h) Dual vehicles shall mean a truck, tractor, or other self-propelled vehicle in combination with a semitrailer or trailer.(i) Employee shall mean the authority official in charge of the bridge or the person performing his functions and duties for the time being.(j) Motorcycle shall mean all motorized vehicles registered as a motorcycle, including motor scooters and motor bicycles.(k) Motor vehicle shall mean any vehicle driven or propelled by a motor.(l) Operator shall mean the driver or any person who pushes, draws, propels, operates or is in charge of a vehicle.(m) Park (or parking) shall mean the standing of any vehicle on any bridge, approach, roadway or parking area, or the like, whether occupied or not, otherwise than temporarily for the purpose of, and while actually and properly engaged in, loading or unloading merchandise or passengers where permitted.(n) Passenger auto shall mean every type of motor vehicle used for the transportation of passengers and registered as such, including those rented for hire, but excluding buses.(o) Pedestrian shall mean a person on foot.(p) Pedestrian crossing shall mean those portions of the bridge and approaches thereto and terminals designated as walks or sidewalks on the west (upstream) side and intended for the use of pedestrians.(q) Police officer shall mean any officer of the law in the State of New York or Province of Ontario, including but not limited to New York State Police, sheriffs and deputies, Royal Canadian Mounted Police and Ontario Provincial Police, acting within the scope of his authority.(r) Roadway shall mean that part of the facilities, especially bridges, plazas, approaches and parking areas, designed and designated for use of motor vehicles.(s) Stop (or stopping) shall mean any halting, even momentarily, of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the direction of any authority employee, any police officer or traffic control device.(t) Toll shall mean the bridge crossing toll rate schedule as authorized by the authority.(u) Tractor shall mean a motor vehicle designed and used for drawing other vehicles but having no provision for carrying loads independently.(v) Traffic shall mean all pedestrians and vehicles using the facilities.(w) Traffic control device shall mean any sign, signal, marking or device, whether permanent or temporary, placed or erected by the authority for the purpose of regulating, warning and guiding traffic.(x) Trailer (or semitrailer) shall mean a vehicle without motive power, drawn by a tractor or other motor vehicle.(y) Truck shall mean a motor vehicle designed or used primarily for the transportation of property, except buses, tractors, trailers or semitrailers.(z) Vehicle shall mean any device in, upon or by which any person or property is or may be transported upon a roadway.(aa) Vehicular crossing shall mean the entire facilities owned or operated by the authority which are intended to permit the passage of vehicles between Ogdensburg in the United States and Johnstown in Canada, including but not limited to roadways, bridges, approaches, plazas, parking areas, and portions of customs and immigration facilities.
