The following are excluded from the bridges:
(a) All persons other than pedestrians and passengers in vehicles except by permission of the superintendent.
(b) Pedestrians when, in the opinion of the superintendent, snow or ice or any other condition makes the bridges temporarily unsafe for foot passage.
