Sec. 2604.3. Project certification

The corporation shall not provide DWSRF financial assistance to a recipient unless and until the department has certified to the corporation, in writing, that:
(a) the project to be financed through the DWSRF is an eligible project; and
(b) all applicable requirements of the department have been met, including, without limitation, requirements relating to equivalency projects, and all Federal and State requirements relating to environmental review of the project.
