Sec. 861.22. Enforcement procedures

The enforcement procedure of this Part with respect to effluent quality requirements for discharges shall be deemed applicable to the enforcement of this section and Part 860 of this Title. For the purposes thereof, the word discharger as used in this Part, includes any party affected by this section.
