Projects described in subdivisions (a) and (b) of this section shall be subject to review by the commission under standards provided by this Part and in accordance with the provisions of Part 872 of this Title, as follows:
(a) All projects subject to review by the commission under section 3.8 of the Compact and the regulations thereunder.
(b) State and local standards of flood plain regulation.
