Sec. 1160.7. Taxi—nonconcession

- (a) General system.Nonconcession taxicabs shall operate from loading/unloading areas designated for use by the general driving public. Said taxicabs may load/unload at the airport only passengers whose transportation by such vehicle has been arranged prior to such vehicle's entry onto airport property.(b) Rules applicable to nonconcessionaire taxicabs.(1) Vehicle appearance and running condition.All nonconcessionaire taxicabs shall be kept clean and in first class running condition.(2) Cruising.Cruising on airport property is prohibited.(3) Unauthorized parking.Drivers of nonconcessionaire taxicabs shall not park in areas other than public parking areas.(4) Solicitation.Nonconcessionaire taxicab operators, or any driver or employee of such operators, shall not engage in solicitation at the airport or in any way collaborate with or encourage any other person to solicit business at the airport on such operator's behalf.(5) Improper conduct.Nonconcessionaire taxicab operators, drivers, and employees shall not engage in improper conduct, including, but not limited to, boisterous conversation, profanity or fighting at the airport, nor shall they provide misleading information concerning their own or any other ground transportation service at the airport, or any other service at the airport.(6) Rates and charges made available.Approved rates and charges for all nonconcessionaire taxicabs shall be made available by the driver to any passenger or potential passenger. This provision shall not be construed to limit or conflict with paragraph (4) of this subdivision, which prohibits solicitation at the airport.(7) Vehicle requirements.Each taxicab shall at all times meet all requirements imposed by the New York State Departments of Transportation and Motor Vehicles, in addition to all other applicable State, city and other local ordinances.
