When reference is made in section 1211.150 to this section, it means that said article will be permitted in quantities not to exceed 4000 pounds gross weight per vehicle when in inside metal containers of not over one quart capacity each, or in inside glass, earthenware or polyethylene containers of not over one point or 16 ounces by weight each and packed in strong outside containers.
