Sec. 1243.27. Passenger wharfage

(a) The following charge will be made against all vessels (exclusive of excursion boats or sight-seeing yachts), operating in foreign, coastwise or intercoastal service, which embark or disembark passengers over the mooring facilities at a terminal:
(1) For each passenger, not exceeding 100

(2) For each passenger, over 100

(b) Excursion boats and sight-seeing vessels which embark or disembark passengers over the mooring facilities at a terminal:
