Sec. 1261.44. Main landing wheels to be chocked and brakes locked prior to starting engine

No aircraft engine shall be started unless the main landing wheels are chocked and the brakes of the aircraft fixed and locked, unless in the opinion of the manager, proven procedures such as those followed by the scheduled airlines, are equally safe.
