Sec. 6.1. Government and control

- The commissioner is hereby charged with the following powers and duties in relation to the New York State School for the Blind:(a) He shall have general control, supervision and management thereof and shall establish regulations for the accomplishment of its purposes and objects.(b) He shall have the custody, keeping and management of its grounds, buildings and all its other property.(c) He shall determine the number of heads of departments and other positions.(d) Whenever more persons apply for admission than can be accomodated, the commissioner shall so apportion the number received that each county shall be represented in the ratio established by law.(e) Whenever it shall be deemed necessary by the commissioner to have a pupil permanently removed from the school in accordance with the bylaws and regulations thereof, such pupil shall be promptly removed by his parents, guardians or friends upon the order of the commissioner. If the parent, guardian or friends of any pupil shall fail, through neglect or inability, to provide him with proper clothing or with funds to defray his necessary traveling expenses, or to remove him, the commissioner shall furnish such clothing, pay such traveling expenses or remove [continued ] such pupil to the care of the public welfare official or the public welfare district in which he has his legal residence.(f) In case of the death at the school of any pupil whose body shall not be removed or whose funeral expenses shall not be paid by his parents, guardians or friends, the commissioner shall pay the necessary burial expenses and charge them to the public welfare district in which the pupil had his legal residence.
