Sec. 167.4. Exemptions

The following shall be exempt from the requirements of this Part:
(a) institutions authorized to confer degrees in this State;
(b) institutions chartered to provide elementary or secondary education;
(c) licensed private trade schools and registered private business schools licensed and/or registered pursuant to sections 5001 and 5002 of the Education Law; and
(d) other institutions or schools as the commissioner, in his discretion, may determine.
