Parkways may be used for all vehicles except the following: commercial vehicles, horses, snowmobiles and any vehicle having two or three wheels any of which has an overall diameter of less than 15 inches excluding the tire. Pedestrians are prohibited from walking on the pavement and/or hitchhiking.
