If the commission does issue such an order, it shall, within such 60-day period:
(a) further review the project;
(b) hold one or more public hearings, one of which shall be near the project site; or
(c) report its findings to the project sponsor, to any public agency having the power of review or approval of such project, and to the public through appropriate and available news and communication media.
