This Part is adopted pursuant to section 8-0113, subdivision 3 of the Environmental Conservation Law (ECL). Purpose is to implement provisions of the ECL which provide for State Environmental Quality Review (SEQR) of actions directly undertaken by the Division of Military and Naval Affairs (DMNA).
