(a) No person shall undertake any regulated activity without first obtaining an agency permit.
(b) No person shall install any leaching component of an onsite wastewater treatment system or seepage pit or any sewer outfall within the area adjacent to a freshwater wetland without first obtaining an agency permit pursuant to section 578.11 of this Part.
