As used in this Part:
(a) controlled substance shall have the same meaning given such term in section 3306 of the Public Health Law; and
(b) drug-related crime shall mean the illegal manufacture, sale, distribution, use, or possession with intent to manufacture, sell, distribute, or use, a controlled substance.
