The regulations in this Subchapter are promulgated by the Commissioner of Housing and Community Renewal to effectuate and regulate urban renewal programs in the State of New York pursuant to the Urban Renewal Law (General Municipal Law, article 15) and to the Urban Renewal Agency Act (General Municipal Law, article 15-A).
