The regulations in this Part implement the provisions of article XVIII of the Private Housing Finance Law (the act). The act establishes a program to provide funds for eligible applicants to rehabilitate vacant and underutilized residential properties, to convert nonresidential properties to residential properties and to construct new housing to promote the preservation and creation of affordable housing for persons of low income.
