Sec. 2811.2. Representation

(a) The company's officers, directors, members and staff must be fairly representative of the residents and other legitimate interests of the region and shall have acted in a responsible manner.
(b) A majority of the company's directors must be residents of the region.
(c) The governing board of directors shall consist of at least five persons, each of whom must be at least 18 years of age.
